If between the first window n roll and the end, someone got killed cause he was more interested in seeing how many ticket he could get him on….. The story would be way different.
Even off duty cops should be more concerned with pro-active measures.

Maybe its me, but I'd say its better to take their car away than give them a minor ticket.
