Supporting flat % based traffic fines is the same as supporting flat % based income taxes. Of course the rich will pay more since they make more, (15% of 1,000,000 is far more than 15% of 30,0000) where you get equality is by fining (and taxing) at the same percentage rate for all. That's hardly socialism, tyranny or any other such nonsense. Sure those that label themselves "progressive" would not want to stop at equality but would push for the wealthy to pay higher percentages and the poor lower percentages. The "progressives" also seek to expand equality in government far beyond government which is a dangerous and quick road towards tyranny. So you ask "where does it stop?", I say it stops dead cold the second you move beyond an equal percentage and/or beyond the government's direct responsibilities of national defense, infrastructure and a few other basics such as police, fire, and education services (particularly through HS/age 18), although even most of the basics are more state or lower responsibilites than national ones in my eyes. Hopefully I've clarified my view on this without moving things too political.
