Pure socialism in the works here. You get punished not only in taxes based on how well off you are in life, but simple speeding fines are turned into huge profits for the bureaucrats. What should be done for the people having trouble paying a ticket, that they get offered some sort of flex-pay option based on their income, and if their unemployed, then part of their unemployment should be taken away but not enough to starve or kick someone out of their home. If you are that poor, I doubt you can afford car insurance let alone a car. But I'm just saying the rich in this case should simply have their license taken away for a few years if they are repeat offenders which is what we do here in the US.. That seems to work better since $290,000 is probably not going to hurt this millionaires or billionaires bottom line too much.
