A strong argument can be made along those lines when talking about taxes but if you are going to have monetary penalties for breaking laws it makes perfect sense to scale them relative to the individuals wealth. When they don't scale you have to choose between fines that are so small that they aren't a meaningful penalty to those with wealth or fines so large that even minor infractions will be unaffordable by those with less. It's exactly the same reason that the person's wealth is an important part of setting bail amounts.
