After you are done either a majority vote or all can say no, but the president of the promotion board can over rule all the 1st sergeants and say yes, and his word rules over all. Three months latter after your paper work is approved you get you promotion and some pain in the process.
Heh, this whole time i was thinking as long as you dodged bullets promotion was gaurenteed.
