When 3% of your customers are screwing it up for the rest, id put some new rules into play too.
All that stuff is funny as all TV is broadcasted by Satellite.
The cable or other companies just have much larger dishes like back in the day so they can claim to broadcast better service then some can pick up on their tiny roof mount dish.

My only problem with AT&T which I also have with the local Cable company, neither has yet to update the wires in my area to provide hi speed internet.
Its dialup or nothing.

It's true. Cable companies all have huge satellites locally to deliver the signal. A bigger dish is less affected by weather than a small one.
I'd be concerned that 3% of my customers are using 40% of the network, but let's also remember that AT&T is not only 3G users. They also sell old school phones that have less capacity and don't use the network at all. While this statistic is correct, it does not reflect the total number of AT&T users who can use 3G.
