From the standpoint of my work field (data center operations), if 3% of your customers are using 40% of your bandwidth, it means you have far too little bandwidth. Those 3% should be using 3% of your bandwidth - if the other 97% aren't using the full other 97%, its there if they need to.

I could care less about AT&T. I'm not switching from my iphone... unless that is to a newer model. But...... if apple wants to team up with Verizon, i'd be cool with that.
