Depends on a lot of things. You can't sit here and tell me that ALL the competition they faced, all the way up to and through the JuCo NC was craptastic to the point his passing numbers are meaningless.
He played in the JUCO NC game?
A good QB can make up somewhat for bad WRs and good WRs/bad secondary can make up somewhat for a bad QB but I don't think its reasonable to assume that his WRs were just that good or the secondaries just that bad to inflate his stats.

See what I wrote above about him NEVER doing it with any of the other dual threat QBs he's had lately. A dual threat who can't pass isn't going to play in a pro-style offense....
Newton isn't a real Dual Threat QB. He's a running QB. Dual threat implies that he can beat you two ways, and he isn't going to beat anyone in D1 throwing the ball.
You're right, he won't be throwing, he'll be riding the ****ing bench all the way to football oblivion at OU...

I'm thinking this is a good time to end this conversation.
Long story short is that the guy sucks at passing, and is a great runner. He is being recruited by OU because they see everyone else having success with dual threat QB's, and now that the running package is popular and successful they want a spot on the bandwagon.
And I think it's great that you guys have our old OC Dan Mullen (Who we wanted fired.... and made websites for.... and facebook groups
