Because it's all about effeciency. Think of an engine as a lung. The goal is to get as much air and fuel in in the right mixture, convert it into exhaust, and get as much of the exhaust out. The more you can move at the highest possible speed you can move it at, the more power you will make. Of course there are many variables to this, such as heat, load, and friction, but that's the general concept.
