Not to justify this, but what we really need are more tracks and road courses. Its getting harder and harder to find either with an open day. They keep shutting down out here, not due to lack of business but because of rezoning, lease renewal problems, etc. People who want to mod their cars and drive them fast need a safe, controlled outlet. Sure there will always be idiots like this who will still do stupid crap on public roads for the thrill and "rebel" factor, but for the rest of us we want a place to have fun safely, legally, and not get a bad reputation.
