Part I: I think that you give them the expensive gift list anyway and add on if gift certificate or $ towards above items. if that's what you really want then that is what you give them.
Part II: I think people get upset if they're not given because they feel too busy or pressured by the season then while they know you they still have a sneaking suspicion that while they get you something they could be wrong and they're afraid to do that.
