Yes, that's true.
But in order to price the Volt "appropriately" (30k - 40k), they will actually LOSE money per vehicle for a while. I think this was even the case for the Pious...I mean Prius
. In order to reach the "greater good" (future profitability of the car), GM will take an initial hit on these cars.
