Lower the drinking age to 19. Worked fine for me. and yeah me and my friends drank under age, I haven't met too many people that waited to have their first drink until they are legal. Plus there is no stopping drinking in College/University. High school parties are rarely a secret, at least in small towns. I will say this though, me and my friends did drink less once we could legally drink. Mostly because we could all go to bars and that gets expensive.
