Sorry about your neighbor dispute. Doesn't sound like he had authorization and paperwork. If he did, you didn't get your copy.
You must provide proof, and pay the fee's, and all that, ect. The owner is made aware, and has opportunity to correct. But if he does not, well, I have a right to protect my property as well.
