At 00:22 to 00:24, it appears as if they are stopped and then proceed and assume the oncoming headlights are driving normal until it's too late.

+1, I watched that video at least 10 times and it seems like they stopped. Even if they pulled a Hollywood stop, this
would not have happened if the patrol cars were doing the speed limit end of story. The only thing the victim is guilty of is being in the wrong place at the wrong time...how any reasonable person can say otherwise is not being objective. jmo
