It is my impression that if the police car was doing the speed limit, the kids would have had plenty of time to make the left turn and proceed, without the police car even having to slow down. From the video, there was plenty of distance between the headlights of the police car and the intersection, for them to look, assume the car coming was doing a normal speed, and manuver their turn without incident. Had that been you or I in a civilian car doing 90+ and causing that accident, we'd probably be in jail right now. Of course I have no facts except for the video, but by the video alone, cops definately 100% at fault.
