My 2 cents - Kids will always be able to get alcohol at any age. I did and it wasn't that hard. Kids will drink and drive - I did it (stupid as hell as I look back now) The main thing is if the ability to drink at 18 was made as easy as 21 then it wouldn't change anything. They are drinking now and driving now. The only way to safely handle it is to have more catch-alls in place. More education into the dangers and more deterents such as with cigs. Anyone one caught with cigs under 18 in Texas faces losing their Driver's Liscense.
Here is a set of DUI/DWI laws I would put in place

1. Jail time every offense - longer penalties for each one with a 3 strikes your in clause.
2. More fines and surcharges to keep your drivers Liscense after a DUI/DWI
3. Confiscation and sale of any vehicle (even if you dont own it) being driven by an impaired driver. All money from sales going to a victims fund for people hurt or killed in DUI/DWI Accidents.
4. DUI/DWI accidents mean "no alcohol for you" Random test and visits to offenders with a one strike and "your in" rule.
5. Any means to circumvent laws equals "your in"

By the way in case you haven't figured it out "your in" means you get the orange jump suit, don't drop the soap, bubbas woman slammer time.
