Oh God let's hope not. Actually that's what the shift from 5.3L / 6.2L Gen V to 5.7L / 6.6L Gen VI is supposed to do. More focused on emissions than power, though there are some power improvements. From what I've been told the displacement increase is to get the engine to operate at or near stoichiometric conditions for more of the operating cycle. More efficient thermal efficiency and more complete fuel burn (more fuel efficient, less emissions, more power at same conditions).
