The current CAFE standards are broken, and the extension of CARB into brake pads and "brake cleaner" is ridiculous. California "AIR" resources board should have no jurisdiction over brake pads. But they get away with it and that's wrong.
But unfortunately neither are in the 1BBB.

You ain’t said the half of it. The “shadow area” or “footprint” measures for defining the targets for trucks has the unintended(?) result of making targets “easier” to achieve for bigger trucks. If you add to that the pedestrian protection requirements that favor vehicles with higher hoods and vertical grills and you get pickups and SUVs that start to take on the appearance of Class 8 semis.
