I have a power adapter plugged into that outlet. It lights a nice green LED when it is powered up. I'll pop the trunk and see what happens.
I assume yours is turning on-and-off if you pop the trunk with the engine running.

UPDATE: Adapter maintained power-on status while popping trunk with engine running.
The 12V socket also remains powered for a few minutes after engine is turned off (and before driver's door is opened). I popped trunk during that period and my adapter remained powered.

So, your car may have a connection problem.
