My guess is it was some sort of prank on whoever went to get gas Maybe it was thought the frog would jump out or something...Halloween....teenagers....or kids goofing around.
(Who hasn't put airplane glue on a frog and lit it off when you were a kid??...lol)
Anyway, I'd investigate to see whos snickering about it...lol...good luck!
