The license is tied to the device that tunes the vehicle. You paid for this when you originally had it tuned. A new device tuning it will require new license. It isn’t every time a tune is written just the access to do so. The only way to avoid this is to take it back to the first shop that tuned it and ask them to change it. Oh so officially I'll need one credit/license to tune the car myself, with unlimited writes for changes. That's not terrible then!
