It cost more to maintain the cars than was economically feasible. Not to mention the limited range and impracticality of only two seats.
Volt is light-years ahead of the EV1's technology anyways.
And who said GM started from scratch? The Volt incorporates many of the lessons learned from the EV1 program, just vastly improved.
