Doing that would be cheap, yes - the same thing they've always done. Take body panels from the Camaro, modify them to a discernable degree and rebadge it as a Pontiac.
But as it's been said quite frequently, if a Firebird were to ever succeed, it would need to be a different car from the Camaro as to not deviate sales from its once-cousin. Basing it off of the second generation 70's Firebirds/TA's kills two birds with one stone as it not only makes it unique from the Camaro and ultimately its own, it also bases it off of the much more popular and memorable decade of Firebirds. When people think Trans Am, they don't think of a white 1969 car with the rally stripes and high rise spoiler - heck, most average people don't even know what the original 1969 Trans Am looks like. What they think of is a 1977-1981 hi-ducktailed, shaker-hood clad, chicken-on-hood mullet machine. Basing it off of the second-gens would be doing the same thing Chevy did with the Camaro: taking styling cues from the most memorable, sought after generation.
