Yeah hence the ignorance being the dominant factor I think. Can't fault the driver if there was no signs indicating EV charging only, etc like handicap spots.

Absolutely they should. It's the equivalent of a gas car parking at the pump despite plenty of dedicated spots by the store to go inside and never pump gas that I see as well.
I can't speak for that location though. It's actually the first time I ever heard about any kind of enforcement action taken in regarding to chargers being ICE'd.
