This only happened because of the bullying activist pressures applied to the ruler. Without parroting the ad-nauseum talking points of the woke-brat climate extortion movement including John Kerry, he would have to endure their non-stop brow-beating. Now he has bought some time to keep the woke elite mob at bay.
He has conveniently given them a propaganda win by the appearance of some half-baked statements that Kerry and others will milk for all it's worth.
Hardly a cathartic change of heart, more of a reluctant p.r. move by the Minister to avoid bad publicity for a few years. The context of his statement reveals a lot.
