Louisiana is on the top 5, but the state of Florida in general has it locked down. Walking around South Beach is like soft porn.

1. Florida (Can't pick a single school, but dispersed throughout)
2. Cali
3. Italy/Switzerland/France - 3 way tie
4. Brazil
5. Louisiana

OK, first of all, party schools are BAD for hot girls. Party schools = freshman 15 (or 25 or 50 or whatever).
But for FL and Southern California you have basically these 'hot zones' and every place else is 250lb Latinas. These hot zones are geographically small so I can't give you the whole states. Northern California just has the 'pasty zone' that extends up into Oregon in general, culminating in Seattle. So I can't give you Florida or Cali unless you want to pick a hot zone, because outside of those small hot zones I did a lot of shuddering as we pushed the manatees back into the water. I've never been to Switzerland or Italy. I've been to France. Very hit or miss- I cant take France as top 3. I've never been to Brazil. Louisiana and Southern states in general (which FL does not really count)- Girls seem to be incredibly hot until about 28 then the fried okra catches up in about 6 months. But I would move Louisiana up, N Carolina had some knock-outs too.
