It will never happen, but part of the political problem that you're raising is that in order for us to ensure combustion engines on the road, if I have to vote for some election-denying, women-hating fascist, then no thanks.
I get the push back on companies to reduce emissions, but at the end of the day, the manufacturer is going to chase the dollar, not the regulation. The main reason that car manufacturers are moving towards EV is because the demand for them is increasing exponentially, not because Uncle Sam is bending their arm. Let the EV market dry up and you'll see what I'm talking about.
