I am thinking it is timing. There is spark, I pulled each coil pack out and they are working, new plugs.

When I installed the new valves the height is off. Dual overhead cams and the height is set by tappets on top of the springs. Not sure how to adjust those.

I was told to set the timing by using the ford tool to hold the cams in place while turning the crank to TDC. Then install the chain. Which I did.

My guess is that the cams having a lack of space on the tappets is affecting the compression. I thought it would start but run rough and misfire at worst.
