If that's all the scanner is going to be used for, you'll have to remember that some transmissions aren't put out over the air. They can be sent directly to the officers "laptop" tv. If that's the case, they will ride right up on you and once again, someone is going to be headed to jail. I'd say, if they say it's not legal, better to not put yourself in that position.
FYI, for everyone that think scanners will help you in speeding situations, think again. Radar detectors work for speed traps.....and that's only if the officer has the radar on while you are far enough away to be able to react in time. Most officers turn their radar on and off frequently as the cars come and go. Scanners do nothing for this.
For those wanting to know about crime in their area, IF you are able to listen in on the transmissions, you'd get a real laugh out of some of the calls in your area. But, if you are doing it so you can learn about the crime in your area, a scanner isn't the way to go to learn about it. Statistics for your area are the way to go. All of that is public information. Just pick it up.
