Rusted out shocks on 2002 Dodge Ram

Recently my father in law brought me his plow truck to fix it up for him before next winter. He said the drivers side makes some noise at full turn. I looked behind the drivers side wheel and saw something I have never seen before. The shock was so rusted out that the lower part is gone! I mean rusted and crumbled away. It is just a spring now!

I opened the hood and the mount for the shock is just as rusted. My concern is that when I go to remove the old shock the whole assembly will just crumble. I am thinking of having a welder fab me a plate to mount the shock to, but there probably isn’t a section of good frame to weld it to.

He does not want to scrap it, and can’t afford a replacement (retired).

Ideas?
