Ya but those rules should be enforced. I think most wanted to know what they need to bring to not get caught unprepared and have a weekend ruined.
1. Helmet SA/Snell 2010+ (DoT doesn't count)
2. Long Pants/Jeans (Just in case)
3. SFI rated jacket/suit if aftermarket Turbocharger or Supercharger
4. Certified Roll Cage for 9.99s or Faster.
5. A solid vehicle not prone to any failure issues. (usually not a problem for CF)
6. Water Bottle (You can find yourself stuck in a 104+ degree car for a bit with windows up)
