I don't know about Michigan, But I live in Wisconsin and the roads are pretty well maintained. We do get the occasional bumpy road, but for the most part they aren't too bad.
However, my brother lives in Mississippi and we (my family that lives here in Wisconsin) usually go down there at least twice a year. I can say without hesitation that those roads are the worst that i can rember ever being on. Bumpy as hell. I can't rember how bad Louisiana's roads are because I haven't been there for several years- well, except when we crossed the boarder to go to a restauraunt last summer, but that's beside the point.
