Its not all about strength. The dollar damage can also be affected by the cost of a replacement bumper (as one significant bump is often enough to warrant a replacement) which can be affected by materials and paint used, etc. Also, if the bumper doesn't fully absorb all the energy of the impact and some instead goes to, say, the backup lights, that will cause more damage (more parts to be replaced=more money).
