Gas Guzzler tax has NOTHING to do with build location. It is based only on fuel economy. Example would be 2016 Z06. All Corvettes are built in Bowling Green. Z06 auto pays guzzler tax while M7 does not. Fuel economy is pretty close but enough different that the auto is penalized.
