I think he is just illustrating his point and creating a stir by putting it on hold.
It is also possible that he is just playing it safe and has decided to put it on hold until he sees exactly what the bill will include. I mean, it would really suck if they continue development with certain assumptions about the regulations and then all of the sudden the bill comes out with major changes and by that time the RWD program is so far ahead that they can not stop it. Couldn't have said it better myself.
Who knows.... but I really think the program will be safe. They are just being cautions.
