This is something that is also introduced from the VoIP ecosystem, now that companies can SMS/MMS enable local numbers (VoIP, Landline, etc.) as well as Toll Free numbers it allows folks that are phishing, scamming, etc an easy avenue to secure transport.
Granted, not all VoIP providers allow this type of behavior and some are quite strict, but for those that do allow these types of messages to "fly under the radar" it's quite profitable and generates a ton of revenue so they have no incentive to stop the madness.
The SMS / MMS ecosystem is not regulated and due to that reason the FCC does not really provide any oversight for SMS / MMS and as such it's more like the wild west.
