They want to keep leaks to a minimum. They can deal with their own employees fairly easily. But keeping techs at dealerships from blabbing is probably an awful lot harder.

Odds are, they assume that everyone who wants one will just buy the higher trim package to get it & that by making it more 'accessible', they'd lose money by people being cheap. I don't agree with that line of thinking, but that wouldn't stop the bean counters from decreeing it to be true.
