Ok,Ok the law was to PROTECT us from overzelous lawyers.in small fender benders.AND did NOT apply to cases involving fatalities..guess i should;ve been More detailed in my post..
AND lets not forget..LAWS ARE DIFFERENT FROM STATE TO STATE..
~EDIT~ Ok I called a local po-po(My uncle) he said that his understaning is they HAVE to get your permission.Unless They get a warrant.. which probably wouldnt happen unless it was serious(ie. A fatality).. So It Seems We are BOTH right.
