I think also more of a function of the development and implementation of automatic headlights. Add that many States and localities require the use of headlights when raining. While perhaps not an overwhelming engineering task, it was probably just simpler and cheaper to ditch the pop ups. Their is also the aero advantage of the fixed headlight.
