I would think that there's a way to make a repair from inside the car. You'd have to cut the bolt, remove the carpet and see if the bolt passes through to the frame or dead ends before it, either way...

I cycled through the temp dial from heat to max A/C at least 100x before I sealed up the repair, no issues, knock on wood! I didn't want to walk on egg shells with the temp dial!
