On my 2018 1LE 1ss they are leather rear seats and quite nice. I would think they still are leather on any 1LE.

yes you can..

I ordered a 1LE and started with supplier pricing, which I got through educator discount, but Costco would be the same. I then did some negotiating down from that price, and then incentives do apply...
