Behind the rim and tire

I see behind the rim and tire i get what looks like rust I use sandpaper to get rid of it but after a good rain it comes back I am getting it painted tomorrow. Can I use any flat black spray paint.

Thanks everyone I think I might kept them. The rims I got are all chorme and next winter will beat them up. It will be nice to use them for the winter only.
