They don't mean anything... GM just uses combos of numbers and letters to denote things. Z28 doesn't mean anything either.

18s - standard V6 (steel)
19s - optional V6 (aluminum)
20s - Standard on SS and with RS package on V6
21s - offered through GM parts with a credit on the factory...
