My searching sucks...so what is this vac gate in my mufflers?

I have a 2014 i picked up on 420.lol. 6spd 2ss and has dual outlet mufflers. Mufflers have vaccum activated cutoffs on the actual mufflers.
Is this some factory stuff or wth is it? Mufflers dont...
