Wanting to add power and start building my car

Where to start? Cam and valve-train? Do I need new heads along with that? And anybody know of any good shops in north county San Diego or near here? And can you list prices on how much upgrades cost...

can't have headers in california, they have to be C.A.R.B certified and they are expensive and aren't much better than manifolds

went to jessup chevrolet yesterday because I heard a noise coming from the front end but they didn't find anything wrong with the car and still ordered the rack and pinion and are going to install it...
