Transformer 21 inch wheels question help

Was going to paint my wheel, and wanted to know if the little bolts can be removed? are the glued on, or threaded in?

I would get the 3m trisac (sp) do a good sanding, then cut and then buff.
They charge the paint, and ground the car when they paint it...
