Resin droppings on paint

Not sure what this is or how to go about removing it. It looks like fiberglass resin got dropped on the paint and it’s stuck. There’s a spot on the right where the previous owner tried to pick it off...

As far as quoting for parts and fluids previously replaced, that's reading like someone just going by the book and not really investigating what's going on.
