I know the blowby is a topic talked about here often, throughout the years all I see is always "use the LS3" crank seals...

Most cost efficient is probably a LT4 swap, tune and headers......

My case was a bit special on why I went "down" to a 377.

Honestly, Cost was #1; as LME is not cheap, you may say difference...

In my opinion, the ported heads. For the cam job the heads need to come off so you would save having to pay again in the future for the port work, and all the extra expenses from taking heads off.
