The Fast List has many classes.
1st class being Bone Stock No modifications whatsoever this means no tuning at all.
2nd Class is Bolt Ons Only without internal modification. This means all bolt on mods such as headers, cold air intake, ported TB, torque converter etc... As long as the Engine (long Block) hadn't been modified then it falls within the guidelines of the class. Tuning is fine.
3rd class is same as second class except they Can have internal modifications such as a cam and heads but still has to be stock Cubic Inch. But no power adders such as nitrous, super chargers, or turbos.
4th class includes power adders
Then there are classes for altered cubic inch (bored, stroked)
These are all 5th Gen Camaro SS classes.
There are also ZL1 and 1LE specific classes.

Take a look at the C5 fast list and you'll find your answer. Internals haven't been touched in this car. And by your logic should there be a ''tune+bolt-ons category" ?

Any car that has LT's and or CAI really needs to be tuned to get every HP available for those mod's as well as any car that has Power Adders of any kind will have a tune. Tune is allowed in every class other then Bone Stock for SS (M6 or A6), 1LE and ZL1.

By definition, Bolt Ons Only class doesn't necessarily mean literally it bolts on. If that's the case ANY motor mod WOULD BE fair game. Bc it ALL BOLTS ON, unless you count a welded exhaust lol. Bigger cubes, superchargers, turbos, nitrous, it's all bolted on but still not considered legal in the Bolt Ons only class.

Nitrous is a Power adder just like a supercharger and turbos add boost.

I saw where a Mustang owner tried to manipulate the rules and he used a Strap On instead!
